What this bill would do
The Federal Building Threat Notification Act directs the Director of the Federal Protective Service to establish emergency communication guidance. This guidance concerns law enforcement-related events for Federal tenants in protected buildings. The Director must work with the Secretary of Homeland Security to develop protocols for informing tenants about threats like firearms or terrorism. Designated officials at each building will be responsible for implementing these protocols. Additionally, the Director must ensure tenants can respond to crises and conduct periodic testing. Finally, a report and briefing must be submitted to Congress within one year of enactment.

Potential Positive Impacts for People
-
Timely Threat Information: The guidance includes standard operating procedures to inform tenants quickly about violent threats, firearm events, weapons threats, terrorism, or suspicious devices (Section 2(b)(2)(A)). This could help people stay informed about immediate dangers near their workplace.
-
Safety Instructions: The act ensures tenants receive specific instructions for safety practices when facing an immediate threat or heightened risk (Section 2(b)(2)(B)). This provides people with actionable steps to protect themselves during a crisis.
-
Crisis Preparedness: The Director is required to ensure all Federal tenants can adequately respond to law enforcement-related crises and must conduct periodic testing (Section 2(d)). This focus on testing and response capability aims to improve overall safety and readiness for those working in these buildings.
Potential Negative Impacts for People
- No Additional Funds: The act explicitly states that no additional funds are authorized to be appropriated to carry out its requirements (Section 2(f)). This means the new guidance and testing must be handled within existing budgets.
