What this bill would do
This bill, called the "Scale-Up Manufacturing Investment Company Act of 2025," aims to boost the U.S. manufacturing sector by creating a new program called the Scale-Up Manufacturing Investment Company (SUMIC) Program. The program will be run by the Small Business Administration (SBA) and will provide funds to privately managed investment funds. These investment funds will then invest in small and emerging manufacturers to help them build their first commercial production facilities. The goal is to keep manufacturing technologies invented in the U.S. being made in the U.S. The bill outlines the definitions, establishment, selection process, and regulations for the SUMIC Program. It also amends other acts to include participating investment funds in certain investment and credit considerations.

Potential Positive Impacts for People
-
Job Creation: Section 2(2) highlights that manufacturers support 17.6 million jobs. By strengthening the manufacturing sector through the SUMIC program, more jobs could be created or maintained, leading to increased employment opportunities for individuals.
-
Support for Small Businesses: Section 3 outlines the creation of the SUMIC program, which is aimed at providing capital to small and emerging manufacturers. This support can help these businesses grow and innovate, which can improve the economy.
-
Innovation and Technology: Section 2(6) indicates that a healthy manufacturing sector is essential to innovation, and Section 2(12) suggests that the bill will help ensure manufacturing technologies invented in the U.S. are ultimately made in the U.S. The SUMIC program aims to foster innovation and technological advancement within the manufacturing sector.
-
Support for Disadvantaged Groups: Section 399F(d) directs the Administration to enhance outreach efforts to increase investments in small businesses owned and controlled by socially and economically disadvantaged individuals, women, veterans, or individuals with disabilities. This could lead to increased opportunities for these groups to participate in and benefit from the manufacturing sector.
Potential Negative Impacts for People
-
Fees for Investment Funds: Section 399C(c) states that the Administration will prescribe fees for investment funds to participate in the program. While these fees are intended to cover the costs of licensing examinations, they could potentially reduce the amount of capital available for investment in manufacturing companies.
-
Risk of Default: Section 399E(e) mentions the potential for participating investment funds to incur third-party debt, which could create a risk of default or loss to the Federal Government. While the Administrator is directed to manage this risk, there is still a possibility that some funds could struggle and potentially fail.
-
Examination Costs for Investment Funds: Section 399G(a) allows the Administrator to assess the cost of examinations against the participating investment fund examined. This could create financial burdens on the participating investment funds.
