What this bill would do
The ``American Students First Act of 2025'' aims to limit the number of foreign students at United States universities. It requires that each certificate issued under the Student and Exchange Visitor Program limits certain nonimmigrant students to 10 percent of a university's total student population per academic year. The President or the Secretary of Homeland Security has the authority to waive this cap for national security or interests of the United States. However, even with a waiver, the enrollment of these students cannot exceed 15 percent of the university's student population.
