What this bill would do
The Safe and Private Rides Act requires transportation network companies to manage how cameras in driver vehicles are disclosed to customers. Drivers must register any camera that records video of passengers with the company so that passengers can be notified. The bill requires companies to provide clear notice on their applications when a camera is present. It also mandates that customers be given a way to opt out of riding in vehicles with cameras. Additionally, the act limits how companies can keep or share passenger recordings.

Potential Positive Impacts for People
-
Increased Transparency and Notice: The bill requires companies to provide clear and prominent notice on their application when a driver's vehicle has a camera that records video of passengers (Section 2(a)(4)(A)). This ensures customers know they are being recorded before they ride.
-
Customer Control and Choice: Customers are given the opportunity to opt out of riding in any motor vehicle that has a camera recording video of passengers (Section 2(a)(4)(B)). The bill mandates that this opt-out process be easily accessible and independent of agreeing to the company's terms of service (Section 2(b)).
-
Privacy Protections for Recordings: The act restricts transportation network companies from retaining or transferring passenger recordings unless it is necessary for specific reasons like reporting criminal activity, insurance purposes, or determining compliance with terms of service (Section 2(a)(5)).
-
Accountability Mechanisms: The bill requires companies to establish a way for passengers to report if they were recorded without notice or if they were matched with a driver with a camera after they had opted out (Section 2(a)(6)).
Potential Negative Impacts for People
- Limited Liability for Companies: If a transportation network company complies with the notice and opt-out requirements, they cannot be held liable for the actions of a driver who violates those same rules (Section 2(c)).
