What this bill would do
The Safe and Smart Federal Purchasing Act requires the Director of the Office of Management and Budget to review procurement practices for Defense and Civilian agencies. This review focuses on whether the lowest price technically acceptable source selection process under section 15.101-2 of the Federal Acquisition Regulation has created national security risks. The Director must submit a report with the findings to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs. This report is due within 180 days after the Act is enacted.
