What this bill would do
S. 1577 proposes to change the rules regarding the construction of Coast Guard vessels in foreign shipyards. It allows the President to authorize exceptions to the prohibition on using foreign shipyards if it is in the national security interest of the United States. To do this, the President must notify Congress and certify specific conditions regarding the shipyard's location, cost, and delivery timeline. Additionally, the bill allows the Secretary to acquire completed vessels from certain foreign shipyards.

Potential Positive Impacts for People

Lower Costs for Government: Section 1(b)(1)(C)(ii) allows foreign shipyards if the cost to the United States Government is less than using a domestic shipyard, which could save taxpayer money.
-
Faster Vessel Delivery: Section 1(b)(1)(C)(iii) provides an exception if a domestic shipyard's timeline for delivery is more than 18 months later than a foreign shipyard, potentially getting vessels into service faster.
-
National Security: Section 1(b)(1)(A) allows the President to authorize exceptions when it is determined to be in the national security interest of the United States.
Potential Negative Impacts for People
- Reduced Domestic Shipyard Use: By allowing exceptions for foreign shipyards under Section 1(b)(1), there may be fewer construction opportunities for domestic shipyards.
