What this bill would do
The CLEAN FTZ Act of 2025 aims to identify and evaluate how foreign free trade zones comply with international standards. The Commissioner of U.S. Customs and Border Protection is tasked with creating and maintaining a public list of these non-United States zones. Countries containing these zones will be classified into four tiers based on their efforts to counter illicit international trade and maintain low levels of criminal activity. The Commissioner can provide guidance to lower-tier countries and establish a reporting system for entities affected by illicit trade. Additionally, the President is granted authority to impose economic sanctions and visa restrictions on foreign persons involved in illicit trade within these zones.
