What this bill would do
This bill, titled the "Vessel Tracking for Sanctions Enforcement Act of 2025," establishes a pilot program to use big data analytics to identify vessels that may be evading U.S. sanctions and export controls. The program focuses on detecting when a vessel manipulates or disables its Automatic Identification System as a sign of risk. The Secretary of Homeland Security, through the Commissioner of U.S. Customs and Border Protection, will oversee this effort at the National Targeting Center. Intelligence gathered can be shared with various federal law enforcement agencies and approved foreign partners. The program is scheduled to terminate four years after the act is passed. Additionally, the bill requires a comprehensive report to be submitted to Congress regarding the program's effectiveness and findings.
