A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.
What this bill would do
The "Opening the People's House Resolution" proposes changes to the House of Representatives rules regarding district work periods. It allows any Member to submit a letter to the Clerk calling for an end to a district work period. These letters and the names of the Members who send them would become public record. If a majority of the House membership submits such letters, the district work period must end within 2 days. Additionally, the Speaker would be barred from designating another district work period for 3 weeks after the House reconvenes.
