A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.

What this bill would do

This resolution states that Michael Joseph is in contempt of Congress. He is being held in contempt for failing to comply with two subpoenas issued to him on September 11, 2025. One subpoena was for documents, and the other was to appear for testimony. The resolution directs the Speaker of the House to certify the Committee on Ethics report to the United States Attorney for the District of Columbia. This is done so Mr. Joseph can be proceeded against according to the law. The Speaker of the House is also directed to take all appropriate action to enforce the subpoenas.
