A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.

What this bill would do

This resolution provides for the consideration of the bill H.R. 185, which aims to advance responsible policies. Immediately upon the adoption of the resolution, the House will proceed to consider the bill. Points of order against the consideration of the bill and its provisions are waived. An eligible amendment submitted by the ranking minority member of the Committee on Rules shall be considered as adopted. The bill will have one hour of debate and allows for one motion to recommit before final passage. Finally, the Clerk must transmit a message to the Senate that the House passed H.R. 185 no later than one week after passage.
