A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.

What this bill would do

This resolution directs the Office of Congressional Conduct to create standards regarding the mental capacity of House members. Specifically, it tasks them with developing a standard for when a Member's significant and irreversible cognitive impairment prevents them from behaving in a way that reflects creditably on the House. The Office must submit a report on this standard to the Committee on Ethics. The Committee on Ethics then has a specific timeframe to develop or issue the standard. Additionally, the Committee is tasked with providing guidance for House employees. This guidance is intended to allow for safe and confidential disclosures regarding the mental capacity of Members.
