A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.

What this bill would do

This resolution is called the House Endeavor to Accelerate a Legislative Transformation of Healthcare Act or the HEALTH Act. It amends the Rules of the House of Representatives to create a new Committee on Health as a standing committee. The new committee will handle matters related to biomedical research, the Food and Drug Administration, public health, quarantine, and general health care and health facilities. It also changes the jurisdictions of the Committee on Education and the Workforce and the Committee on Energy and Commerce to accommodate this new committee.
