What this bill would do
The Comment Integrity and Management Act aims to amend the E-Government Act of 2002 to help Federal agencies manage mass and computer-generated comments. It requires agency heads to verify if electronic comments are submitted by a human being. Agencies must also identify mass comments and may choose to post only a single representative sample instead of every individual submission. The bill directs the OMB to issue guidance on using technology to identify these comments and verify human authorship. Additionally, agencies must establish specific policies regarding the posting and consideration of these types of comments. Finally, the GAO is tasked with reporting on the identification and prevalence of computer-generated comments.
