What this bill would do
This bill is known as the COCOA Voter Integrity and Primaries Act or the COCOA-VIP Act. It updates the Help America Vote Act of 2002 to make sure congressional election observers have access to primary elections for Federal office. The bill defines an election for Federal office to include general, special, primary, or runoff elections where candidates for the U.S. Senate or U.S. House of Representatives appear on the ballot. It also clarifies that States and political parties are not required to provide observer access to party conventions, caucuses, or other selection processes that do not use ballots listing Federal candidates.
