What this bill would do
This bill requires the Secretary of the Interior to transfer administrative jurisdiction over certain land on Adak Island, Alaska, to the Secretary of the Navy. The land being transferred covers approximately 5,624 acres. Once transferred, the Secretary of the Navy may use the land as an armament or testing site for high-hazard explosives, for various military training activities, for equipment and tactics development and testing, or for other defense-related purposes. Additionally, the bill removes this land from the National Wildlife Refuge System and the Alaska Maritime National Wildlife Refuge. The Secretary of the Interior is also required to adjust the refuge boundaries accordingly.

Potential Positive Impacts for People
-
Section 1(b): This provision allows the Secretary of the Navy to use the land for training related to aerial gunnery, rocketry, electronic warfare, tactical maneuvering and air support, and for equipment and tactics development and testing. This could be seen as positive for national defense capabilities.
-
Section 1(b)(1): This provision allows the land to be used as an armament or a testing site for high-hazard explosives described in the Defense Explosives Safety Regulation. This could benefit military readiness by providing a designated testing location.
Potential Negative Impacts for People
- Section 1(c)(1): This provision removes the land from the National Wildlife Refuge System and the Alaska Maritime National Wildlife Refuge, meaning it may no longer be considered part of the refuge or be subject to laws pertaining to land within its boundaries. This could be viewed negatively by individuals who value the preservation of the land under wildlife refuge protections.
