What this bill would do
The GUARD Act of 2026 requires national security agencies to evaluate if certain humanoid and quadruped robotics communications equipment or services from covered foreign entities pose an unacceptable risk. If a risk is found, the Federal Communications Commission must add that equipment or service to a covered list. If no determination is made within one year, the equipment or services are automatically added to the list. The bill focuses on robots with two or four limbs that can operate autonomously or semi-autonomously.
