What this bill would do
This bill is known as the Polar Express Act of 2026. It directs the Secretary of Transportation to conduct a feasibility study on establishing a rail route that links Alaska to the North American continental rail network. The Secretary must start this study within 180 days of the bill's enactment. The Secretary is responsible for determining the scope, contents, and methodology of the study. Within two years of starting the study, the Secretary must submit a report with the results and recommendations to specific committees in the House of Representatives and the Senate. Finally, the text explicitly states that this Act does not authorize the construction of the rail route or commit Federal funds to build it.
