What this bill would do
This bill is known as the Stopping Hidden Interests and Non-disclosure in Elections Act, or the SHINE Act. It amends the Federal Election Campaign Act of 1971. The bill requires political committees to file separate reports for certain contributions. Specifically, this applies to contributions of $1,000 or more received fewer than 20 days before an election. It affects committees that make contributions, expenditures, or electioneering communications on behalf of or in opposition to a candidate or political party. The Federal Election Commission must issue regulations for this within 90 days of enactment.

Potential Positive Impacts for People
- Section 2: This section requires political committees to notify the Commission in writing of any contribution of $1,000 or more received after the 20th day, but more than 48 hours before, an election in which the committee participates. This is positive because it provides common-sense transparency regarding large political contributions made right before an election, helping voters keep our elected officials accountable.
Potential Negative Impacts for People
- General Text: Based strictly on the provided text, there are no explicit negative impacts or burdens identified for individuals or groups of people in the United States.
