What this bill would do
The Homeowners' Defense Act of 2025 aims to ensure homeowners' insurance remains available and affordable despite catastrophic natural disasters. It establishes a National Catastrophe Risk Consortium to monitor risks and assess insurance affordability. The bill creates a debt guarantee program where the Secretary of the Treasury guarantees debt for eligible State-sponsored insurance programs. It also establishes a Federal Natural Catastrophe Reinsurance Fund to provide reinsurance coverage to these State programs. Additionally, a Mitigation Grant Program is created to help prevent and reduce losses from catastrophes. The Act includes various provisions to support financial recovery and encourage private market capital use.
