What this bill would do
The "No Oil Profiteering to Enrich Iran Act" seeks to nullify Iran-related General License U, which authorizes the sale of certain Iranian crude oil and petroleum products. This Act strips the force of that specific license and prevents the Secretary of Treasury from authorizing future necessary transactions for the sale or delivery of Iranian oil and gas. Additionally, the President is required to impose sanctions on any Iranian person involved in oil and gas extraction, refinement, production, or maritime transportation. These sanctions include asset blocking and the revocation of visas or entry documentation. Finally, the Secretary of State must submit regular reports regarding the impact of the closure of the Strait of Hormuz on Iranian oil.

Potential Positive Impacts for People
-
Protection of Assets and Entry Restrictions: Under Section 3(b), the President can block transactions and prohibit all property interests of specific individuals, and the Secretary of State can revoke visas or declare individuals inadmissible. This serves as a tool to penalize those engaged in the oil and gas sectors described in Section 3(a).
-
Humanitarian Protections: Section 3(c)(2) ensures that sanctions do not apply to the sale of food, medicine, or medical devices, nor to the provision or transport of goods and services necessary for humanitarian assistance. This protects the ability to provide essential life-saving supplies.
-
International Obligation Compliance: Section 3(c)(1) allows for the admission of individuals if it is necessary for the United States to comply with international obligations, such as the Agreement regarding the Headquarters of the United Nations.
-
National Security Safeguards: Section 3(c)(3) ensures that sanctions do not interfere with authorized United States intelligence, law enforcement, or national security activities.
Potential Negative Impacts for People
-
Visa and Entry Revocation: According to Section 3(b)(2), specific individuals may be found inadmissible, lose their eligibility for visas or documentation, and have their current visas revoked immediately. This can result in the automatic cancellation of any other valid entry documentation held by those individuals.
-
Asset Blocking: Under Section 3(b)(1), the President has the power to block and prohibit all transactions involving the property and interests of persons described in the act, which can include property that is in the United States or within the possession of a United States person.
