What this bill would do
The "CFTC International Operational Improvements Act of 2026" expands the definition of a "foreign futures authority" to include entities that administer, enforce, or prosecute laws regarding futures, options, swaps, or commodities. It allows the Commodity Futures Trading Commission (CFTC) to accept assistance, such as funds and services, from other authorized U.S. federal agencies. The bill also enables the CFTC to temporarily exchange employees with foreign governmental entities. These exchanges can be reimbursable or non-reimbursable based on written agreements. Foreign employees detailed to the CFTC must follow ethics and conduct laws and cannot hold management positions.
