What this bill would do
The FAST Housing Act directs the Secretary of Housing and Urban Development to create a demonstration program that awards up to 15 competitive grants to local governments or public housing agencies. These grants are for developing workforce and affordable housing in areas where the workforce has grown significantly due to Federal investments. Eligible entities must provide plans for zoning reforms to facilitate housing development. Grant funds can be used for things like converting commercial spaces, rehabilitating housing through public-private partnerships, and acquiring properties. At least 30 percent of the units created must be designated as affordable housing.

Potential Positive Impacts for People
-
Increased Housing Supply: The program provides funding to develop, rehabilitate, and physically improve workforce and affordable housing, as well as convert commercial spaces into housing (Section 2(e)).
-
Targeted Affordability: The bill ensures that at least 30 percent of the units created or improved are affordable housing units (Section 2(e)(2)).
-
Reduced Regulatory Barriers: The bill encourages local governments to adopt reforms such as removing parking minimums, reducing minimum lot sizes, and allowing for higher density or accessory dwelling units (Section 2(b)(2)(B)).
-
Improved Access to Transit: The bill promotes by-right zoning for multifamily residential development near public transit (Section 2(b)(2)(B)(iii)).
-
Easier Modular Housing: The program supports activities that lower barriers to using manufactured and modular housing (Section 2(b)(2)(B)(iv)).
Potential Negative Impacts for People
-
Limited Availability: The program is limited to awarding not more than 15 grants, which means most areas with housing shortages will not receive this funding (Section 2(a)).
-
Short-Term Guarantee: The requirement for units to remain workforce or affordable housing is for a period of not less than 5 years, which may not provide long-term housing stability for residents (Section 2(f)).
-
Strict Eligibility: Only entities that can prove their workforce expanded specifically due to the Infrastructure Investment and Jobs Act or the CHIPS and Science Act are eligible (Section 2(j)(3)(A)).
