What this bill would do
This bill authorizes the Secretary of the Treasury to direct the FDIC and the NCUA to establish emergency transaction account guarantee programs. These programs allow for the full insurance of deposits held in non-interest-bearing transaction accounts at insured depository institutions and credit unions. Such programs can only be established if a banking or credit union stress event is determined to exist that threatens economic stability. The Secretary must consult with the President and provide notice to the Federal Reserve regarding these determinations. The bill also establishes limits on the size and duration of these emergency programs.
