What this bill would do
This bill, known as the Taxpayer Workforce Modernization Act, requires the Internal Revenue Service to set up a fellowship program to recruit private-sector data scientists. These data scientists will partner with tax law specialists to tackle complex tax administration issues, improve data quality, and build advanced analytics. The program will establish a task force to help with audit case selection, train junior employees, and address offshore tax evasion. Fellows will serve terms of two, four, or three years, with options for extensions and potential permanent hiring. The Commissioner of Internal Revenue must also submit an annual report to Congress analyzing the program's effects and return on investment.

Potential Positive Impacts for People
-
Section 2(e)(5): This provision requires the task force to identify, mentor, and train junior IRS employees on using data analytics and emerging techniques. This is positive because it helps build a more skilled federal workforce.
-
Section 2(e)(4): The task force is directed to support efforts addressing offshore tax evasion and issues related to the Foreign Account Tax Compliance Act using data integration and anomaly detection. This is positive because it aims to catch hidden overseas tax evasion.
-
Section 2(i): The Commissioner must submit an annual report to Congress detailing the program's effects and return on investment, including calculations of costs and benefits. This is a positive accountability measure for the people to see if the program works.
Potential Negative Impacts for People
- Section 2(g)(2): Fellows will be paid at a rate no less than the minimum rate payable for GS-15 of the General Schedule and up to the annual compensation specified in section 102 of title 3, United States Code. This could be viewed as a negative burden if taxpayers feel the salary range for these temporary fellows is too high.
