What this bill would do
This bill, known as the ``SCOPE Act of 2026'', directs the Administrator of the Environmental Protection Agency to take action regarding scope 3 emissions. The Administrator is required to conduct a study and publish specific guidance on how to calculate and report these emissions. This work must be completed within one year after the Act is enacted. The guidance is intended for direct emitters and will cover emissions above certain thresholds.

Potential Positive Impacts for People
-
Standardized Reporting Guidance: The bill requires the publication of guidance including calculation methodologies, quality assurance, and recordkeeping instructions (Section 2(c)). This could provide clarity for direct emitters on how to handle scope 3 emissions data.
-
Data Estimation Methods: The Administrator is tasked with creating methodologies for estimating missing scope 3 emissions data (Section 2(c)(5)). This could assist those who lack complete data sets.
-
Clear Thresholds: The guidance will include specific thresholds that determine when reporting to the Environmental Protection Agency is recommended (Section 2(c)(1)).
Potential Negative Impacts for People
-
New Reporting Requirements: The bill directs the Administrator to create guidance for calculating, monitoring, and reporting scope 3 emissions for direct emitters (Section 2(b)). This could result in new administrative or monitoring tasks for those businesses.
-
Increased Recordkeeping: The requested guidance will include instructions for the recordkeeping of scope 3 emissions data (Section 2(c)(6)). This may create a new burden of documentation for the affected facilities.
