What this bill would do
This bill, known as the "Specialty Crops Reporting on Opportunities and Promotion Act of 2026," requires an annual report regarding the competitiveness of United States exports of specialty crops. The Secretary of Agriculture, consulting with the United States Trade Representative, must submit this report to the appropriate committees of Congress. The report must analyze foreign acts, policies, or practices that act as barriers to these exports, such as tariffs or quotas. It also requires estimates of the impacts of these barriers and any actions taken by the executive branch to eliminate them. Finally, the report must include details regarding un-obligated funds and be made available to the public.

Potential Positive Impacts for People
-
Increased Transparency for Exporters: The report requires an analysis of foreign barriers, such as tariffs, quotas, and nontariff barriers like technical or sanitary measures, which could help those in the specialty crops industry understand market distortions (Section 2, Subparagraph B(i)).
-
Economic Impact Assessment: The bill requires estimates of how foreign policies impact competitiveness and, when feasible, the value of additional specialty crops that could have been exported if those barriers did not exist (Section 2, Subparagraph B(ii)).
-
Public Accountability for Executive Actions: The report must include information on actions taken by the executive branch to eliminate trade barriers, including negotiations with foreign governments or actions at the World Trade Organization (Section 2, Subparagraph B(iv)).
-
Public Input and Accessibility: The Secretary is required to seek comments from the public and the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables, and the unclassified portion of the report must be made available to the public in a machine-readable format (Section 2, Subparagraph C and D).
