What this bill would do
This bill, titled the "Securing Federal Devices from Chinese Applications Act," aims to stop the use of certain Chinese applications on Federal Government devices. It prohibits downloading or using any "covered application" unless an agency head determines it is necessary for a required research or intelligence function. The Director of the Office of Management and Budget will work with various security agencies to create and update a list of these prohibited applications. Once an application is identified, agencies must remove it from Federal devices within 60 days. The bill also requires agencies to issue guidance on how exceptions to this rule are handled.

Potential Positive Impacts for People
-
Increased Security: The bill defines cybersecurity as the prevention of damage, unauthorized use, and exploitation of electronic information and communications systems (Section 2, Subsection e, 3). By prohibiting certain applications, the act aims to strengthen the confidentiality, integrity, and availability of these systems.
-
Risk Mitigation: The act requires agency heads to issue guidance that ensures safeguards for cybersecurity and includes requirements for the development and documentation of risk mitigation actions (Section 2, Subsection b).
-
National Security Protection: The bill allows for the identification of applications that the Secretary of Defense determines pose an undue risk to the national security of the United States due to ownership, control, or influence by the People's Republic of China (Section 2, Subsection e, 2, B).
Potential Negative Impacts for People
- Operational Restrictions for Federal Agencies: While agencies can request exceptions, they can only do so if the use is determined to be for ensuring appropriate and controlled access to fulfill a research or intelligence function required by law (Section 2, Subsection a). This could potentially limit certain functions if they do not meet the specific criteria.
