What this bill would do
This bill is called the Veterans Pensions Protection Act of 2025. It changes how the annual income of veterans, surviving spouses, and children is calculated for pension purposes. Specifically, it stops certain reimbursements and payments from being counted as income. These include payments for medical expense reimbursements resulting from an accident, theft, loss, or casualty loss. It also includes payments for pain and suffering related to an accident, theft, loss, or casualty loss. The changes will take effect 180 days after the act is enacted.

Potential Positive Impacts for People
-
Section 2 adds a new provision to exclude certain payments from being counted in annual income determinations for veterans' pensions, which could help protect pension benefits for those who receive reimbursements for medical expenses from accidents, theft, or losses, up to the cost of the medical care provided.
-
Section 2 also excludes payments received for pain and suffering related to an accident, theft, loss, or casualty loss from annual income determinations, ensuring that these damage awards or settlements do not negatively impact a veteran's or surviving family member's pension calculations, with the excluded amount determined on a case-by-case basis by the Secretary.
Potential Negative Impacts for People
