What this bill would do
This bill establishes the "Domestic SUPPLY Act of 2025" to create a program of partnerships with domestic manufacturers. The Secretary of Health and Human Services will work with other agencies to ensure personal protective equipment is available for national health or other emergencies. These partnerships involve contractual purchasing agreements to guarantee manufacturing lines and supply availability. To be eligible, manufacturers must be headquartered and largely manufacture their products within the continental United States. Additionally, the bill prohibits federal, state, or local governments from using federal funds to buy infectious disease prevention equipment manufactured outside the U.S. Finally, a report must be submitted to Congress regarding changes to PPE requirements and their impact on medical professionals.
