What this bill would do
This bill, titled the ``Payer State Transparency Act of 2025'', aims to assess the State by State impact of Federal taxation and spending. The Secretary of Commerce, through the Director of the Bureau of Economic Analysis, will calculate the Federal tax burden for each State every calendar year. Additionally, the Director of the Office of Management and Budget will calculate the total Federal outlays received by each State every fiscal year. These calculations include how taxes paid by individuals and businesses are distributed across States. The bill also covers how Federal contract awards are treated as outlays based on where performance occurs. Finally, a joint report of these findings must be submitted to Congress and published on a public website.
