What this bill would do
The bill is known as the Sparking Production of Urban and Rural Housing Act or the SPUR Housing Act. It requires the Secretary of Housing and Urban Development to set up an emerging developer fund program within one year of enactment. This program will provide competitive grants to nonprofit housing organizations and community development financial institutions. These entities will use the funds to offer financing, training, and technical assistance to emerging developers working on affordable housing and community development projects. The Secretary must prioritize organizations that support undercapitalized developers with limited experience, especially those focusing on distressed communities and high opportunity areas. The legislation authorizes an appropriation of $50,000,000 for each of the fiscal years 2026 through 2030.
