What this bill would do
This bill establishes the Critical Minerals Security Alliance to build a reliable supply chain for minerals essential to defense, manufacturing, and energy. It authorizes the Trade Representative to negotiate with countries to form an alliance based on specific eligibility criteria, including increased duties on products from foreign countries of concern. Member countries would eliminate duties on minerals and certain derivative products traded among themselves. The Act also creates a trust fund to support domestic mining, processing, and manufacturing projects through various government agencies. Additionally, it increases duties on certain minerals and derivative products sourced from foreign countries of concern once an alliance agreement is in effect.
