What this bill would do
The Community Development Block Grant Equity Act of 2025 aims to amend the Housing and Community Development Act of 1974. This bill revises the formula used to allocate community development block grant funds to metropolitan cities, urban counties, and States. The new formula relies on averages of ratios involving poverty rates, female-headed households with children, older housing occupied by those in poverty, and housing overcrowding. Additionally, the bill updates the definition of poverty and modifies the authorization of appropriations for fiscal years 2026 through 2029. These appropriations are to be adjusted based on the Consumer Price Index for All Urban Consumers.

Potential Positive Impacts for People
-
Adjusted Funding Allocations: The revised formula for metropolitan cities, urban counties, and States weights certain factors more heavily, such as the poverty rate per person in families and elderly households (counted five times) and housing constructed before 1950 occupied by those in poverty (counted three times) (Section 2(a)(1)).
-
Inflation-Adjusted Appropriations: For fiscal years 2026 through 2029, the amount authorized to be appropriated is adjusted by adding a percentage equal to the increase in the Consumer Price Index for All Urban Consumers (Section 3).
Potential Negative Impacts for People
- Formula Weighting Changes: The bill changes how allocations are determined by counting the ratio of poverty rates five times and housing constructed before 1950 five times more often than other factors like female-headed households or housing overcrowding (Section 2(a)(1)).
