What this bill would do
The "Main Street Home Builders Act of 2025" directs the Small Business Administration Administrator to run a pilot program called the "505 Pilot Program." This program provides loans to State development companies to assist covered persons with build-to-rent multifamily housing projects. These projects can involve constructing, refurbishing, expanding, or improving housing, as well as managing it. To receive a loan, projects must result in the creation of at least one additional dwelling unit compared to what existed before. The program includes specific funding limits for fiscal years 2026 through 2030. The authority for this pilot program is set to expire five years after the Act is passed.
