What this bill would do
The Integrated Resource Planning Modernization Act requires the Secretary of Energy to create and publish guidelines and best practices for electricity system planning. The bill provides for technical assistance and training for states and utilities to understand these practices. It also establishes a grant program to help states modernize their resource planning. The Secretary must update these guidelines every five years. Additionally, the act requires periodic reports to Congress on how the grant money is spent and its effectiveness.
