What this bill would do
The BIS License Fee Prohibition Act prohibits the Federal Government from collecting fees or monetary arrangements for export licenses under the Export Control Reform Act of 2018. It prevents the government from spending any such fees collected. The Secretary of Commerce must return all collected fees to the license holders within 30 days of the Act's enactment. Additionally, the bill clarifies that it does not authorize export fees on semiconductors.
