Potential Positive Impacts for People
-
Financial Support During Shutdowns: Section 2(a) and Section 2(b)(1) allow eligible applicants to receive a loan in an amount equal to their estimated losses caused by a shutdown, which helps businesses stay afloat when appropriations lapse.
-
Low-Cost Borrowing: Section 2(b)(2) ensures that these loans bear a maximum interest rate of one percent, making the financial assistance much more affordable for borrowers.
-
Reasonable Repayment Timeline: Section 2(b)(3) gives borrowers a maximum maturity of one year starting from the date the shutdown terminates, providing a clear window to repay the borrowed funds.
Potential Negative Impacts for People
- Creates Debt Obligations: Because the relief is provided strictly in the form of a loan rather than a grant (as outlined in Section 2(a)), businesses must take on new debt and eventually repay the borrowed money with up to one percent interest.
