What this bill would do

This bill is known as the Save American Democracy Act or the SAD Act. It stops States from carrying out more than one Congressional redistricting after a decennial census and appointment. A State cannot redistrict again until after the next apportionment unless it is strictly mandated in the legislation used to implement the new Congressional map. A State can also redistrict again if it is necessary to comply with the Constitution of the United States, the Voting Rights Act of 1965, or the Constitution of the State. Congress finds it has the authority to do this under article I, section 4 and the fourteenth amendment of the Constitution. This rule applies to any Congressional redistricting occurring after the regular decennial census conducted during 2020.
