What this bill would do
This bill is known as the Increasing and Developing Entrepreneurship Access Act of 2025 or the IDEA Act of 2025. It directs the Under Secretary of Commerce for Minority Business Development to set up a grant program within 180 days. This program gives grants to business accelerator entities to help minority business enterprises access entrepreneurship opportunities. The grants are worth $1,000,000 each year for five consecutive years. Business accelerator entities use these funds to provide capital, networking programs, and other assistance to minority business enterprises in specific regions. The bill also authorizes $25,000,000 to be appropriated for each of the fiscal years 2026 through 2030.

Potential Positive Impacts for People
-
Section 2(e)(1)(A): This provision allows business accelerator entities to provide capital, including direct cash transfers of grant funds, to minority business enterprises in a region. This is positive because it gives these businesses direct financial support to help them grow.
-
Section 2(e)(1)(B): This provision lets entities provide networking programs that connect minority business enterprises to sources of capital and innovation in a region. This is positive because it helps business owners build useful connections for future funding and growth.
Potential Negative Impacts for People
- Section 2(g): This provision states that a business accelerator entity that knowingly uses grant amounts for any purpose not permitted under the program, or attempts to do so, commits a misdemeanor and can be fined, imprisoned for not more than one year, or both. This is a burden because it introduces strict criminal penalties for misuse of funds by the entities handling the grants.
