What this bill would do
This bill directs the Secretary of Labor to make grants to eligible applicants for the purpose of providing stipends to individuals enrolled in a pre-apprenticeship program. Eligible applicants include entities like joint labor-management partnerships, industry partnerships, local educational agencies, and community-based organizations that operate or sponsor a pre-apprenticeship program. Grantees must prioritize giving these stipends to individuals who have a barrier to employment. The stipends can only be used to reimburse necessary transportation costs, lost hourly wages due to program participation, and the financial costs of obtaining industry-based certifications. Grantees are also required to establish performance indicators, collect data, and submit annual reports to the Secretary. Additionally, the Secretary of Labor must submit annual progress and outcome reports to specific congressional committees.

Potential Positive Impacts for People
-
Financial Relief for Transportation: Under Section 2(f)(1), grantees must ensure that stipends are used to reimburse necessary transportation costs, including vehicle mileage and public transportation costs. This provides direct financial relief for individuals trying to get to and from their pre-apprenticeship programs.
-
Compensation for Lost Wages: Under Section 2(f)(2), stipends can be used to reimburse lost hourly wages if participating in the pre-apprenticeship program causes a reduction in hours at an individual's regular job. This helps workers participate in training without suffering an immediate loss of income.
-
Help with Certification Costs: Under Section 2(f)(3), stipends cover the financial costs of obtaining industry-based certifications during enrollment. This removes a monetary barrier for individuals working to advance their careers.
-
Priority for Vulnerable Workers: Under Section 2(e), grantees must prioritize providing these stipends to individuals who have a barrier to employment. This ensures that the people who need assistance the most get it first.
Potential Negative Impacts for People
- Potential for Added Red Tape: Under Section 2(d), grantees must establish performance indicators, track employment and earnings data, and collect information on every stipend provided. While meant for accountability, heavy data collection and reporting requirements could slow down how quickly help reaches everyday people.
