What this bill would do
The SAFE Drivers Act requires all individuals applying for a new or renewed commercial driver's license or learner's permit to pass an English language proficiency test. This standardized assessment is approved by the Federal Motor Carrier Safety Administration and evaluates reading, writing, and understanding English related to commercial driving. The test covers areas such as reading road signs, responding to emergency communications, and writing driver logs. State departments of motor vehicles are responsible for administering and verifying these requirements. The Secretary of Transportation will monitor state compliance and may withhold federal funds from states that do not comply. The Act takes effect 12 months after its enactment.

Who it would affect, and how
Potential Positive Impacts for People
-
Improved Safety Communication: The English proficiency test includes evaluating an individual's ability to read road signs, understand spoken instructions, and respond to emergency communications (Section 2, Subsection 2). This could benefit people by ensuring drivers can comprehend critical safety information.
-
Accurate Documentation: The requirement for applicants to demonstrate they can write driver logs, reports, and required documentation (Section 2, Subsection 2) may lead to more accurate record-keeping for commercial motor vehicle operation.
Potential Negative Impacts for People
-
Increased Burden on Applicants: All individuals applying for a new commercial driver's license, a renewal of an existing license, or a learner's permit must pass the English language proficiency test (Section 2, Subsection 3 and Section 3, Subsection a). This adds a specific requirement to the licensing process.
-
Financial Risk to States: If a state is determined not to be in substantial compliance with the Act, the Secretary of Transportation may withhold a portion of Federal funds apportioned to that state (Section 4, Subsection d).
