What this bill would do

This bill, titled the "No Taxation Without Operation Act," aims to suspend Federal individual income taxes during a government shutdown. It applies to citizens subject to ordinary Federal income taxes on wages during any partial or full government shutdown. The Act also specifies that backpay for furloughed Federal employees or contractors subject to the Government Employee Fair Treatment Act of 2019 will not be subject to these taxes. Additionally, the Treasury Department would be required to provide compliance guidelines for various types of employees. The bill defines a shutdown as any period resulting from a lapse in Federal appropriations.
