What this bill would do

The "No Pay for Disarray Act" aims to reduce the annual pay of Members of Congress if a Government shutdown occurs. If a shutdown happens, a Member's pay is reduced by one day's worth of pay for every 24-hour period the shutdown lasts (Section 2). For the One Hundred Nineteenth Congress, these funds are to be held in an escrow account (Section 3). These withheld funds are released on the last day of that Congress (Section 3). This specific escrow rule does not apply to days occurring after the November 2026 general election (Section 3). A shutdown is defined as a lapse in appropriations due to a failure to enact a regular appropriations bill or continuing resolution (Section 4).
