What this bill would do
The "No Work, No Pay Act of 2025" aims to stop Members of Congress from receiving pay during a Government shutdown. If a shutdown occurs during a pay period, the payroll administrator must deduct pay based on the number of 24-hour periods the shutdown lasts. This applies to Members serving under specific sections of the Legislative Reorganization Act of 1946. The Secretary of the Treasury is tasked with assisting payroll administrators in implementing this change. A shutdown is defined as a lapse in appropriations caused by a failure to pass a regular appropriations bill or a continuing resolution.
