What this bill would do
This bill is known as the Balanced Agricultural Support and Efficiency Act. It requires a mandatory, one-time update of base acres for covered commodities on farms. The updated base acres must reflect planting history from the 2020 through 2024 crop years. The Secretary of Agriculture will use a specific formula based on a 5-year average of planted and prevented-planting acreage. The bill also makes several conforming amendments and removes references to generic base acres from the Agricultural Act of 2014.

Potential Positive Impacts for People
-
Section 2(b) requires a mandatory one-time update of base acres to ensure they reflect recent planting history from the 2020 through 2024 crop years. This may benefit farmers whose recent planting choices differ significantly from older historical records.
-
Section 2(b) allows the 5-year average calculation to include acreage that producers were prevented from planting due to drought, flood, natural disasters, or other conditions beyond their control. This protects farmers from being penalized in their base acre calculations due to bad weather or unexpected natural events.
Potential Negative Impacts for People
-
Section 2(b) forces all base acres to be updated based strictly on the 2020 through 2024 crop years without allowing any crop year to be excluded, even if a covered commodity was not planted. This could negatively impact farmers who rotated away from covered commodities during those specific years.
-
Section 2(b) prohibits farm owners from including both an initial commodity and a subsequent commodity in their 5-year average when multiple planting occurs outside of established double cropping practices. This limits flexibility for farmers who experimented with different crops on the same land during the 2020 through 2024 period.
