The Secretary of Veterans Affairs is directed to evaluate all programs involving hospital, medical, and nursing home care. This evaluation seeks to identify the most intensively used specialized care programs. The goal is to ensure these programs are maintained as centers of excellence. Additionally, the Secretary must evaluate how the VA Budget and Choice Improvement Act was implemented. This evaluation must be submitted to Congress within two years of the Act's enactment.
