What this bill would do
This bill, titled the "Postal Contracting Financial Accountability Act," aims to amend section 404 of title 39 of the United States Code. It allows contractors to independently choose to keep operating contract postal units even if the United States Postal Service decides to terminate or not renew their agreement. This election can be made if the termination was not due to a breach of contract and no other agreement has been made for that unit. Under this provision, the contractor must provide notice and agree to amend the contract terms. The bill establishes how these units continue to operate and how payments might be handled by the Postmaster General.

Potential Positive Impacts for People
-
Continued Postal Services: The bill allows a covered contractor to elect to keep a contract postal unit operation agreement in effect even if the Postal Service makes a determination to terminate or not renew it (Section 2, subsection (f)(1)). This could result in the continued operation of retail postal services at specific facilities.
-
Potential for Continued Payments: If the Postmaster General determines it is appropriate, the Postal Service may be required to make payments to the contractor for the operation of the unit after the original termination date (Section s 2, subsection (f)(2)(B)(i)).
Potential Negative Impacts for People
-
No Obligation of Payment: Generally, a contract postal unit agreement that remains in effect through this election will not obligate the Postal Service to make any payments to the covered contractor (Section 2, subsection (f)(2)(A)(i)).
-
Requirement for Amendment: To keep the unit running, the covered contractor is required to agree to amend the terms and conditions of their existing contract postal unit operation agreement (Section 2, subsection (f)(1)(D)).
