What this bill would do
This bill, known as the "Health Opportunities to Promote Equity Act" or the "HOPE Act," aims to amend the Social Security Act. It seeks to guarantee that grants are awarded under the health profession opportunity grant program. Specifically, the Secretary would be required to award a grant to at least 2 eligible entities in every State that is not a territory for each grant cycle. This requirement is subject to a sufficient number of eligible applications being submitted. The bill also establishes reporting requirements to Congress regarding applications and grant awards. These changes are set to take effect on October 1, 2025.

Potential Positive Impacts for People
-
Guaranteed Grant Access in States: The Secretary shall award a grant to at least 2 eligible entities in each State that is not a territory, provided enough applications are submitted (Section 2). This ensures that various states have a more predictable way to receive funding through the health profession opportunity grant program.
-
Increased Congressional Oversight: The Secretary must submit reports to the Committee on Ways and Means and the Committee on Finance regarding application numbers and how grants were distributed (Section 2). This provides accountability regarding how the grant program is being utilized and whether states are meeting the requirements.
Potential Negative Impacts for People
- Application Requirements: The guarantee of awards is dependent on there being a sufficient number of applications submitted by entities that meet specific requirements (Section 2). If entities do not meet these requirements or do not apply, the intended benefit for that state may not be realized.
