What this bill would do
The "Impacts and Outcomes for Health Career Training Act" requires the Secretary to study the short-, medium-, and long-term impacts of health profession opportunity grant demonstration projects. This study must include the earnings and employment of people who participate in the projects. To fund this, the Secretary must use at least 4 percent of the total annual funds available for the section. The goal is to support rigorous evaluations and the study of project effects, including any new elements. These changes take effect on October 1, 2025.

Potential Positive Impacts for People
-
Tracking Success: The Secretary will study employment and earnings of project participants, which helps determine the actual impact of these grants on people's lives (Section 2).
-
Rigorous Evaluation: By dedicating at least 4 percent of funding to studies and evaluations, the bill ensures an evidence-based approach to seeing if these projects actually work (Section 2).
Potential Negative Impacts for People
- Reduced Project Funding: Because at least 4 percent of the total funds must now be used for studies, evaluations, and staffing, there may be fewer funds available for the actual demonstration projects themselves (Section 2).
